Dr. Robert L. Evans III is a Licensed Clinical Professional Counselor and Certified Clinical Trauma Professional with more than two decades of leadership experience across outpatient mental health (OMHC), substance use treatment (SUD), psychiatric rehabilitation (PRP), and federal behavioral health systems.
In addition to directing licensed behavioral health organizations in Maryland, Dr. Evans previously served in supervisory leadership roles with the Court Services and Offender Supervision Agency (CSOSA) of Washington, DC. In this role, he oversaw structured residential and community-based treatment programs for justice-involved individuals with co-occurring mental health and substance use disorders. His responsibilities included clinical team supervision, program integrity oversight, and implementation of evidence-based correctional practices within high-acuity environments.
Dr. Evans began his career providing psychiatric rehabilitation services in Baltimore City, grounding his work in community-based, skill-focused intervention. As Chief Executive Officer of PsychFit Behavioral Health, he provides executive leadership and clinical oversight to ensure services meet regulatory standards, medical necessity requirements, and evidence-informed best practices.
